Not to mention you would need to have a registered agent, and the proper information clearly and readily available on your site, which most don't..
If you purchased the template from template monster, they settled a suit with Getty and if you can provide an invoice, or records that you purchased from TM, that should end it..

Hawaiian Landmark Images is owned by V.K.Tylor, I'm sure there was no proof of registration offered, just another very heavy handed attempt from "Lawyer" Gil Zvulony to scare someone into paying, the fear factor seems to really ruffle people when there is an extra zero added onto the number..
We can't really tell anyone "how to proceed" we can only offer up advice, experience and some basic facts. It always rests with the individual letter recipient to make the final decision on how to proceed..

as per GoDaddy's TOS as well as legally, they do not have to notify you first, generally they perform the takedown, then notify you at which time you can submit a counter notice, and explain to go-daddy to look at the file in question and they can see for themselves that the offending video / image was not hosted on their servers. They should then put the content back online. and advice the sender of the DMCA notice that the offending content was not hosted there... Whether or not you want to persue some sort of compensation would be up to you, but it's probly not worth the hassle unless you lost a boatload of money during the downtime

Copyright lawsuit filer Righthaven LLC of Las Vegas will ask an appeals court to block a planned auction of its copyrights, an attorney said Thursday.
Shawn Mangano, an outside attorney for Righthaven, said he was drawing up an appeal and would file it with the 9th U.S. Circuit Court of Appeals in San Francisco in the coming days.

I'm not a real computer person, so what's involved in blocking at "the firewall". My blog runs on a VPN account at Dreamhost. If I have access to blocking at 'a firewall' I'd do it for some of these things. (Baidu actually... What a pest!.)
I'm assuming that your account with Dreamhost is on a shared server with VPN added?? If so you won't have access to the firewall, you would need to have a dedicated server, Dreamhost might be willing to do it for you if you can show good enough cause, and also show that it would not effect other accounts on your box in a negative way.
Personally I use a plugin that is set-up in cpanels WHM (web host manager)

I don't think they will never move the operation to the states, that would really open a can of legal issues on them..That's exactly what I did, blocked all of Israel both at the firewall and via htaccess.

She took the picture off a free website and is now being asked to send a certified cheque for $5000. Her letter is exactly the same as mine except she only used one picture. She had seen my letter posted on the www.extortionletterinfo.com website and emailed me .
I wonder how many more people (especially in Canada) are there that are getting these letters and are afraid or worried about what to do.
While we don't have actual numbers, I would venture to guess it is a number you would not want to hear.. I know of at least 5 just from HAN this week alone, Getty reportedly sends out 1000's per year (or so I've heard / read)

Was the contract that was sent to you and highlighted in fact signed by you when you hired them on? If so then it sounds like you might be on the hook for this one. I doubt small claims court would help you any.. Now if this was not part of the original contract of which you should have a copy of, and they added it later, you would be in good position. The stance the stock image companies take is chase down the domain owner, s ultimately they are responsible. It has been mentioned before about settling the claim with Masterfile, then filing suit against your development company. The sticking point is the contract...
As a business owner / developer I have also added a hold/harmless clause in my contracts, HOWEVER I also require my clients to supply all images and it is explained and also in the contract before signing the risk's of not properly licensing images. This is purely to protect me from them coming back at a later date with issues.

Close ties between Barack Obama, Michelle Obama, Righthaven (Steve Gibson), Stephens Media (Jackson Stephens), and politico Hillary Clinton (Systematics) are too close for comfort. Their alliances and actions are damaging to the American people. Their plan to choke the lifeblood out of free speech, specifically the recirculation of content on the Internet (the most efficient means of communication), must be stopped.

"moral rights infringements" is what got me...naturally I looked it up and this would apply if someone were to remove copyright info, such as a watermark, signature or exif information.. you can see in the images in the lower right, that V.K.Tylor signature/watermark is still there, although I have seen some of the wallpaer site it is not visable...Maybe Mr. Zvulony & Co. should consider looking into the morals of Hawaiian Art Network and V.K. Tylor, then afterward adjust their own moral compass...just say'in...
